[Ibakha the Wanderer is, well. A wanderer. No points for guessing that. But it also means, between aetherytes and her own propensity to just aimlessly travel, she can be found almost anywhere.
You may find her in Ul'dah, where she stands outside the walls. There's guards on either side of her, shouting at her for daring to steal some bread... Which, well. The guards are blind to it, but with her anger, aether is starting to swirl around her. There's a very distinct chance the guards might be about to get annihilated. Someone should step in, probably.
You may find her in Coerthas, in the Sea of Clouds, where she's currentlyin a FATE being dogpiled by a seemingly-endless stream of birds. She seems to be doing fine for herself, but, well. She's seriously outnumbered, and one red mage can only do so much.
You might find her in the Azim Steppe, sitting on the edge of the Dawn Throne, feet hanging down off the side as she looks over the Dotharl lands. If you approach, she'll pat the ground to let you sit beside her, at least?
Or you might find her underwater, in the ocean near Sui-no-Sato. In a rare moment of open excitement, since she believes no one can see her, she's having so much fun with the new blessing to breathe underwater. She's flipping, twisting, generally having a blast playing in the water. You, uh, might not want to approach though. She has dignity to keep.
She might be anywhere, even. Kugane, Doma, Coerthas, Limsa... Any possible location in Hydaelyn is a place she could be, just wandering about. Come talk to her!]

Again.
Sigh.
Rhel just casually eases herself inbetween the guards and Ibakha, giving them a very, very stern Teacher Look, arms crossed and everything.]
You must be trying to fill your quotas to pick a fight with someone who paid for the bread. Or she gave to an urchin and neither of you liked that. Well, which is it? Corruption or racism?
no subject
A grudge, actually, I think. I've yet to even step foot into the city this time.
no subject
[The guards are looking at each other, more than a little terrified. Rhel may never have taught either of them, but rumors about how she handles the students that try to pull racist bullshit get around.
It's always very, very fiery.]
Or do you think they'll just drop it and move along?
no subject
[Aether starts to build in the pommel of her sword as she holds it up with a grin.]
I'm simply the more destructive of us, am I not?
[Yeah, the guards are going very, very pale.]
no subject
[Though to be fair, throwing the stalking Roe out the window had been pretty funny.
Rhel turns back to the guards.]
Did you know she can force a male Roegadyn out the window with her spells alone? And that's with me siphoning some of her aether to keep it from going too poorly.
no subject
[an Emboldened Verthunder, but. shhh.]
But those who would stop Ibakha from traveling where she pleases...
[And suddenly, a fire at the guards' feet.
They start running.]

I do feel a little bad for tormenting them, but they're so corrupt and they can't touch me so long as I don't actually cast anything...

'T'is a terrible fortune that brought my feet here.

It's a shared misfortune.
[Nero is not going to move an ilm. He was here first.]
Shouldn't you be somewhere else? Somewhere more useful?

[eat shit]
I care not for the use to others when I may instead journey as I will.

harrass Magnaido some other errands, but she sees that pat. Pauses, and shrugs. Nothing she's doing is time sensitive, anyway.Don't mind the giant sack of cotton she's dropping down next to her before she sits, anyway. What's probably more interesting to Ibakha is that rapier Ren's carrying, anyway.]
no subject
Another follower of the Red, are you?
no subject
[I mean, she wears a lot of red and black and has a red streak in her hair...but she knows what she means.]
I don't think we've met. Another of Ruhn's students?
no subject
[It's a soft laugh, surprised but amused, no malice to it.]
Hardly. He picked me up as a lost fool, and I learned but the basics before I departed to follow my own way.
no subject
Have you found the path easy to tread, on your own?
[Translation: she's politely inquiring how good you actually are at this. Ren, you know how this is gonna end with a Dotharl.]
no subject
except you got a moment of introspection, so, lucky you.]
Nay. But Ibakha Wanderer has never chosen the easy path. I can no more stay my path of magic than I can the path of my feet.
no subject
Is it a path that denies the aid of others, or simply one that cannot stay in one place?

She's generally well-accustomed to most of the Dotharl by now, as often as she's visited, but this one is... unfamiliar. She hesitates a long moment before approaching near the edge, but not taking the seat. ]

You have the smell of a traveler.

And you as well.

I am Utajin. Well met, sister.
